If it doesn't allow you to drop on the ground then you must look for a Sandbox. Use search to look for one. If you are in a Sandbox or any place that allows building objects then just drag and drop the Gift Bag on the ground. Once it is on the ground, right-click on it and choose Open, then choose Copy To Inventory on the window that will appear. The contents of the Gift Bag will now be copied into your inventory. After that, don't forget to remove the object you placed on the ground by right-clicking on it and choosing Take or by choosing More and then Delete.
